He also said that 20 years ago the C.I.A. launched a plot to destroy the Soviet Union, and that the Russian mass media are conspiring against him. On at least the third claim, Mr. Zyuganov has a point.

Contract Is Expiring for 350 at CBS News

The first labor negotiation at CBS News since the Westinghouse Electric Company bought CBS Inc. earlier this year reaches a pivotal moment tonight at midnight, when the company's contract with the Writers Guild of America at CBS's three biggest television and radio stations expires. The union's members have voted to authorize a strike. The contract covers about 350 people at WCBS in New York, KCBS in Los Angeles, WBBM in Chicago, as well as the CBS all-news radio stations in each city and the CBS radio network and a 12-member Washington news bureau. The employees are news writers, editors, some producers, graphic artists, desk assistants and promotion writers.

More than three months into its 12-month mandate in Bosnia, NATO has hardly had to fire a shot to get the parties to observe the provisions of the peace agreement that required them to pull back from the front lines and start reducing their forces.

A former Chief Justice was sworn in today as head of an interim Government to replace that of Prime Minister Begum Khaleda Zia, the state television reported. The report said Mrs. Khaleda, military chiefs and other key politicians, including the main opposition leader, Sheik Hasina, were present at the swearing-in of the judge, Habibur Rahman, at the presidential palace.

Israeli shelling in southern Lebanon that killed two Lebanese civilians on Saturday led to rocket attacks by Islamic militants on northern Israel overnight, but Israelis near the border emerged from bomb shelters today following diplomatic efforts to calm the situation. The Israeli shelling on Saturday occurred in the area of southern Lebanon that Israel considers its security zone. Israel later said the shelling of civilians had been a mistake.

A strike called by separatists after the police killed 24 militants near a Muslim shrine on Saturday closed businesses today in Srinagar, the summer capital of Jammu and Kashmir state. The four-day strike was called by a faction of the Jammu and Kashmir Liberation Front, the organization to which the militants belonged.
