THE Communist leader Gennadi A. Zyuganov has made some far-fetched claims on the stump. Last week, he suggested that Stalin respected the Russian Orthodox Church in his heart. He also said that 20 years ago the C.I.A. launched a plot to destroy the Soviet Union, and that the Russian mass media are conspiring against him. On at least the third claim, Mr. Zyuganov has a point.

NATO's success so far in enforcing a military settlement of the war in Bosnia has restored the credibility and sense of purpose the alliance has been seeking since the end of the cold war, but the achievement rests on foundations as fragile as the peace here. More than three months into its 12-month mandate in Bosnia, NATO has hardly had to fire a shot to get the parties to observe the provisions of the peace agreement that required them to pull back from the front lines and start reducing their forces.

COMPANY NEWS;PERKIN-ELMER PLANS CHARGE FOR A REVAMPING

The Perkin-Elmer Corporation said yesterday that it would take a restructuring charge of $62.3 million, or $1.44 a share, to cut 7 percent of its work force and reorganize its analytical instruments business into three units. The company, based in Norwalk, Conn., said in January that it would take a charge of $57 million to $65 million, or $1.30 to $1.50 a share. Yesterday it provided specific figures and said it would cut 390 jobs. The company, which makes analytical instruments and life science systems for the food, drug and environmental industries, expects to save more than $40 million a year in operating costs.

COMPANY NEWS;SOUTHERN NATIONAL TO ACQUIRE REGIONAL ACCEPTANCE

The Southern National Corporation said yesterday that it would acquire the Regional Acceptance Corporation, a provider of used-car loans, in a stock transaction valued at about $167 million. Southern National will exchange 0.3929 of a share for each share of Regional Acceptance, which would value Regional Acceptance at about $11 a share. Southern National, a banking company, will issue slightly more than six million shares in the transaction. Regional Acceptance, based in Greenville, N.C., has 27 branches in North Carolina, South Carolina, Tennessee and Virginia.

COMPANY NEWS;WATERS AGREES TO THE PURCHASE OF TA INSTRUMENTS

The Waters Corporation has agreed to buy TA Instruments Inc., a maker of analytical instruments, for $84 million. TA Instruments, of New Castle, Del., makes devices used by companies to test physical characteristics of polymers and related materials. The tests can be used in research and development to test properties like durability in plastic automobile bumpers. TA Instruments has been owned by a group led by management and Chase Capital Partners since 1990. Waters, a maker of liquid-based analytical instruments, has annual sales of about $333 million, while TA Instruments has sales of $47 million.
