An example is the press in Britain, where the tittle-tattle of the tabloids has lately infected the news judgment of the quality papers. In the last week the American press has faced -- and most of it flunked -- a test of its resistance to the cheap and scurrilous. A story about the sex life of President Clinton, though dubious in its evidence and its promoters, nevertheless proved irresistible to most newspapers and broadcasters.

There was a time not long ago when the capital was consumed by the budget deficit, by the fear that it would exceed $300 billion and by intense partisan attacks as each party blamed the other and said the other guy's solutions were no better than snake oil. Honest, there was. But was that the same city where Leon E. Panetta, the budget director, announced this week that the Clinton Administration's first real budget would put the deficit at about $190 billion instead of the $302 billion projected by President George Bush, and hardly anybody noticed?

Jackson Calls Sexual Abuse Charges 'Totally False'

Michael Jackson emerged from seclusion today and, fighting back tears, told a television audience that accusations that he had sexually abused a 12-year-old boy were "disgusting" and "totally false." Mr. Jackson also said that the law-enforcement authorities had examined and photographed his body this week as part of their investigation. The boy who accused Mr. Jackson of sexual abuse gave the police a detailed description of the entertainer's body, according to various reports. The description, if accurate, could be significant in verifying the accusations.

FAIRCHILD COMPLETES SALE OF REXNORD STOCK

The Fairchild Corporation said it had completed the sale of stock in the Rexnord Corporation for $181.9 million. Including proceeds from the sale, Fairchild has more than $250 million in available cash, which the company is considering using to pay down debt. The stock sale caps a series of transactions begun in 1987, when Fairchild, of Chantilly, Va., bought Rexnord Inc. In 1988, Fairchild bought PT Components, and merged the two units. Rexnord, of Milwaukee, was recapitalized in a 1992 initial public offering. (Bloomberg Business News)

NEW BUYOUT OFFER FOR AMERICA WEST

America West Airlines Inc. said yesterday that it had received a new buyout offer of at least $150 million from the Steinhardt Group a day after a similar offer was withdrawn. Steinhardt, based in New York, wants to gain control of not more than 80 percent of the airline's voting stock for an investment that could be as large as $250 million, America West said. America West has been operating under Chapter 11 bankruptcy court protection for more than two years.

SHARPER IMAGE'S STOCK SURGES ON HOLIDAY REPORT

Shares of the Sharper Image Company surged 37 percent yesterday after the retailer, known for selling quirky gadgets and toys, said its holiday sales were beating its projections. "The season has been steadily improving as its draws to a close," Craig Womack, president of Sharper Image, said in a news release. Its stock closed up $1.375, to $5.125. "As long as January remains on plan, we expect to report a substantial earnings gain over last year, in the range of 200 percent to 300 percent," Mr. Womack said. The company sells merchandise in its 76 stores, in department stores, on television shopping programs and through its catalogue.

WESTINGHOUSE CUTTING 200 JOBS AT DISTRIBUTION UNIT

The Westinghouse Electric Corporation said yesterday that it would slash 200 jobs by the end of the month at the Westinghouse Electric Supply Company, or Wesco, a Pittsburgh-based products distribution subsidiary that is up for sale. The unit distributes 50,000 products through 250 locations in North America. Westinghouse said the layoffs had been caused by declining business volume at Wesco. About 7 percent of the unit's 3,000 employees will be let go. Westinghouse is seeking buyers for Wesco and other businesses under a restructuring plan announced in late 1992 to pare debt and liquidate a financial services unit.

INVESTMENT GROUP RAISES STAKE IN ROYAL APPLIANCE

An investment group led by Richmont Capital Partners L.P., a unit of Mary Kay Cosmetics Inc., has raised its stake in the Royal Appliance Manufacturing Company to 9.4 percent from 8.4 percent. Richmont bought about 240,600 shares at $5.91 to $6.71 each for $13.9 million between Nov. 23 and Dec. 23, according to a Schedule 13D filed yesterday with the Securities and Exchange Commission. The group now holds 2.26 million shares in Royal Appliance, a Cleveland-based maker of Dirt Devil vacuum cleaners.

ADVANCED COMPUTER SYSTEMS SOLD FOR $25 MILLION

Banctec Inc., a financial-transaction software company, said yesterday that it had bought Advanced Computer Systems Inc. for $25 million, its third acquisition in three months. Advanced Computer Systems, a privately held Dayton, Ohio, company with annual revenue of $30 million, makes computer programs designed for community banks. Earlier this month Banctec, of Dallas, bought the outstanding shares of Imagesolve International Ltd., a British provider of electronic imaging systems. In October, Banctec said it would buy the Terminal Data Corporation of Moorpark, Calif., a provider of document imaging systems and page-scanning devices.
