The official credited Pakistan's military ruler with ordering a halt to the infiltration into Indian Kashmir -- meeting the most important condition India had set for stepping back from the brink of war. 1 A warning has been delivered to leaders of more than a dozen Kashmiri militant groups in Pakistan that their infiltration into the Indian-controlled portions of Kashmir will no longer be tolerated, the leaders said.
