The chairman of Apache, Raymond Plank, declined to say what he considered the "right" price to be. Mr. Plank said his interest came with a condition: Apache will not participate in an auction and wants to negotiate the purchase with Texaco officials alone. Texaco said it planned to divest half its 600 United States oilfields and slash its payroll to cut costs. A spokeswoman for Texaco, the No. 4 oil company in the country, said yesterday that the company was holding talks about the sale but would not identify the potential buyers. The Texaco fields for sale contain the equivalent of 200 million barrels of oil, enough to nearly double Apache's 1993 reserves of 231 million barrels.

The Bell Atlantic Corporation said yesterday that it would employ technology to automatically forward calls to customers in all of its cellular service areas.
