An official sat in his office at the Government's Relief and Rehabilitation Commission recently, answering questions about why, in this time of severe drought and famine, Ethiopia is still selling livestock and other food products to customers abroad. The official said that none of the goods being exported would be of much use to those in the camps - famished people need enriched grains, not meat and hides - and that Ethiopia had to earn foreign currency to pay for many vital imports. Then, his temper rising, he made a point seldom mentioned in discussions of this country's plight: ''Listen, we've got nine million people or so who are starving or close to it. That still leaves more than 30 million Ethiopians who are not starving. Their lives can't just come to a full stop.''

His pick is the Cubs, who won the division last year only to lose to the San Diego Padres in the playoff. If the Cubs win the division, they would most likely find a familiar opponent, the Padres. Murray Chass likes the Toronto Blue Jays in the American League East and the Yankees to finish fifth. In the West, the Minnesota Twins, once a power in the division, may have enough to return to prominence.

SUNDAY, APRIL 7, 1985 International A military coup in the Sudan overthrew the Government of President Gaafar al-Nimeiry. It was led by the recently appointed Defense Minister, Gen. Abdel Rahman Mohammed Hassan Swareddahab, the new Government announced. The takeover followed more than a week of demonstrations and strikes touched off by increased food prices and growing disaffection for President Nimeiry, an army officer who was regarded as pro-Western. The Vancouver Canucks, completing the worst season in their 15 years, have notified the coach- general manager, Harry Neale, that he will be dismissed, a newspaper reported today. According to The Province, Neale was told last Thursday by the owner, Frank Griffiths, that he had somebody else in mind for the job. Neale, who took over the general managing duties in 1982 from Jake Milford, has two years remaining on his contract.
