Federal grand jury is probing activities of conservative Michigan publisher John P McGoff to determine if he has acted as agent of South African Govt without registering as such with Justice Dept; South African commission reported earlier this year that Pretoria Govt secretly advanced McGoff over $11 million through Swiss bank to buy interests in US news media; McGoff's unsuccessful effort to buy Washington Star, and successful purchase of Sacramento Union, recalled; FBI to deliver subpoenas to 2 companies in which McGoff owns substantial interests, Panax Corn and Global Communications Corp, requesting all financial and business records bearing on alleged loans or payments made to McGoff by South African Govt (M)
