Monroe Twp (NJ) Council has accused John R Vernon, publisher of Gloucester County weekly newspaper Plain Dealer, of overcharging on legal ad; Sup Ct Judge Peter J Devine has ordered twp to place legal ad in Daily Times, Woodbury, pending hearing on suit, scheduled within week; legal ad rates are fixed by state law for matter printed in agate type; Plain Dealer's ads are set in smaller, regular body type; complaint further holds Vernon overstated paper's circulation to raise total above 5,000, making paper eligible to accept legal ad; Twp Solicitor William R Pearson says Plain Dealer has violated law and should be stripped of 'legal' status; Vernon counters typographical tech has changed sufficiently since publication laws were enacted that his practices are legal; holds Council's complaints are retaliation for paper's endorsement of past Repub candidates; Plain Dealer logo illus
