mediator Theodore Kheel on May 24 announces details of newspaper-printers contract agreement reached on May 23 that will give publishers of NY Times and News unrestricted right to use automated processes in exch for lifetime guarantees of employment to regular and substitute printers and 6-mo paid sabaticals as incentive to retirement, news conf, Automation House; ITU Local 6 pres Bertram Powers notes that referendum vote is not expected for 2 or 3 wks and that parts of agreement still have to be put into writing; agreement is described by publishers as major step in their long-term plans to introduce computerized typesetting and other automated processes to increase efficiency of their operations, and as stabilizing factor in newspaper indus because of length of contract's term; NY Post, which has participated in negotiations, has not yet reached final agreement with union, according to Post's atty Sidney Orenstein; repts Post has different circumstances and will hold further meetings with Powers and union's scale com; details of agreement noted; News vp Walter Graham describes settlement as 'mutually satisfactory' giving newspapers full freedom to automate without loss of jobs by printers; repts that paper plans to phase in automation devices to keep in pace with attrition of printers; Times exec vp Walter Mattson says Times is prepared to start automation immediately following ratification of new agreement, but phasing in of new processes will be carried out in organized way

Fed Judge Gerhard Gesell in White House plumbers case on May 24 rules that Pres Nixon has no const right to authorize break-in and search without warrant even when natl security and foreign intelligence are involved; declares that 4th Amendment protects privacy of citizens against unreasonable and unrestrained intrusion by Govt officials and their agents; says that defendants are not entitled to cite 'national security' as legal justification for their participation in break-in at office of Daniel Ellsberg's former psychiatrist Dr Lewis J Fielding; legal experts note that Gesell's ruling on 4th Amendment, if upheld, could be landmark in that it places specific prohibition on powers of Pres in foreign affairs; Gesell rules that defendants can subpoena specific natl security documents that will directly aid their defense and also show their knowledge and authority in such areas; warns that if such materials are refused by Nixon Adm, ct will use full range of its sanctions to insure that defendants receive fair trial
