Manila Imposes Strict Censorship on News Media

Officials in Sydney, Australia, rept they have recd copy of directives on policies and guidelines issued by Dept of Public Information in Manila concerning measures taken on pub of news since martial law was declared in Philippines on Sept 23; order says that newspapers, radio and TV stations must print and broadcast accurate, objective, straight news repts of positive natl value that are consistent with efforts of Govt to meet dangers that it says brought on proclamation of martial law; says none of these media may issue any editorial opinion, commentary or asides, or any pol, unauthorized or objectionable ad under rules; bans soc news and extraneous material in sports or entertainment articles or broadcasts; prohibits what it terms materials that tend to incite or inflame people against Govt; bars dissemination of material that it considers seditious, without definitely established, well-identified, verifiable sources, or material based on allegation or conjecture rather than fact; says foreign correspondents in Philippines will be bound by same rules that apply to domestic news media; says all material for publication internally or abroad must be cleared by Dept of Public Information; Daily Express, 1 TV station and several radio stations remain open as mouthpieces for Pres Marcos; newsmen arrested include: J Roces, M Soliven and R Galang (Manila Times), A Doronila (Daily Chronicle), R Ordonnez (Daily Herald), T Locsin and N Rama (Free Press), L M Mauricio (Wkly Graphic) and Rev C Lagerway, editor of catholic pubs; illus of Chronicle ed A Doronilla

US C of C releases on Sept 28 a hitherto-confidential memo by Sup Ct Assoc Justice Powell, written in Oct '71,2 mos before his nomination to Ct, urging C of C mount campaign in schools and news media, particularly TV, to counter criticism of free enterprise system; memo urges aggressive program to present business's views in friend-of-ct briefs in Sup Ct, a panel of acad experts to lecture on campuses, and screening of textbooks for anti-business bias; memo was not discovered by FBI in its check of Powell following his nomination to Ct and he was not questioned on his business views during Sen confirmation hearings; C of C releases memo after columnist J Anderson runs excerpts from it in his Sept 28 column; spokesman for Powell says he drafted it at request of E B Sydnor Jr, a C of C official; memo lists R Nader among those who 'openly seek destruction of the system'
